What
Types of Electronic Monitoring and Home Detention Technology
are Available?
Actively
monitors offenders using a transmitter and receiver/dialer.
The transmitter is installed on the offenders ankle
and the receiver/dialer is attached to the offenders
telephone line. The receiver/dialer reports when the
offender leaves/returns, curfew violations, and equipment
status to a monitoring center.
Group
Monitoring
Like
electronic monitoring, group monitoring tracks
offenders
using transmitters. The Group Monitoring Unit can be used
as a mobile unit or used as a stand-alone monitoring
system
for multiple offenders in a single location.
Home
Detention Monitor
EMS
2000i Home Monitoring Receiver Unit (HMRU) and
EMS 2000-I™ transmitter
The HMRU, coupled with a transmitter worn on the
ankle (pictured) is for clients who have a stable living
situation, with a landline and power outlet in their residence.
A schedule is designed with their LCA case manager and
can include work or job interviews, school, counseling,
medical appointments or those related to their court case,
commute time, and childcare considerations.
The Probation Officer can decide how they wish to be notified
if a client has violated their home detention schedule
or has tampered with their unit or ankle transmitter -—
via immediate page or daily fax of the previous 24 hours
of activity. For Pretrial cases, LCA can provide customized
reports for the Court at each court appearance.
Cellular
Home Detention Unit
EMS
2000i Cellular Home Monitoring Receiver Unit (HMRU)
This advanced technology is for clients who have
a stable living situation and a power outlet, but no home
phone or when family members do not want to relinquish
phone features. Like the regular home detention unit, a
curfew is set and a schedule in place for each client and
an ankle transmitter is worn. This fully integrated unit
has call-in and call-out capabilities only to our monitoring
center and does not function as a normal cell phone.
In-Home Alcohol Testing
MEMS 2000 In-Home Breath Alcohol Testing System
This is an in-home unit that randomly checks
offenders for alcohol use. Generally, the MEMS system
is programmed to call defendants at home 2-3x daily
and an
alcohol breath test is administered. At each test, a digital photo image
of the defendant is taken simultaneously, which is
compared with the original
enrollment photograph taken under staff supervision. Similar to the Breathalyzer
used by the Highway Patrol, the machine checks for the proper pressure
for a deep-lung exhalation. LCA will report to the
Probation officer on a daily
or weekly basis, or as requested for Court hearings.
Voice Verification by roboCUFF
An internet-based system
that verifies the presence of individuals at pre-authorized locations throughout
the day and night. This latest biometric technology confirms the
offender through matching a voice template, and confirms offenders’ locations.
