This ensures that the newest, best and most diverse products are made available to our contracting agencies today and tomorrow. No single manufacturer will consistently produce the best electronic monitoring tools. What Types of Electronic Monitoring and Home Detention Technology are Available?

Electronic Monitoring utilizes a transmitter and receiver/dialer to monitor offenders. The transmitter is installed on the offender’s ankle and the receiver/dialer is attached to the offenders telephone line. The receiver/dialer reports curfew violations, equipment status, and when an offender leaves home to a monitoring center.

Group Monitoring

Like electronic monitoring, group monitoring tracks offenders using transmitters.Mobile Unit (Field Monitoring Unit)

The Group Monitoring Unit can be used as a mobile unit or used as a stand-alone

monitoring system for multiple offenders in a single location.

 

 

 


Home Detention Monitor

E3 (shown below) or EMS 2000i Home Monitoring Receiver Unit (HMRU) and EMS 2000-I™ transmitter

The HMRU, coupled with a transmitter worn on the ankle (pictured) is for clients who have a stable living situation, with a landline and power outlet in their residence. A schedule is designed with their LCA case manager and can include work or job interviews, school, counseling, medical appointments or those related to their court case, commute time, and childcare considerations.
 
The supervising agency determines how to be notified if a client has violated their home detention schedule or has tampered with their unit or ankle transmitter -— via immediate page or daily fax of the previous 24 hours of activity. For Pretrial cases, LCA can provide customized reports for the court at each court appearance.

Cellular Home Detention Unit

This advanced technology is for clients who have a stable living situation and a power outlet, but no home phone or when family members do not want to relinquish phone features. Like the regular home detention unit, a curfew is set with a schedule in place for each client and an ankle transmitter is worn. This fully integrated unit has call-in and call-out capabilities only to our monitoring center and does not function as a normal cell phone.

Global Positioning Satellite (GPS) offers enhanced levels of supervision and tracks clients in impaired environments like cities and subways. GPS can be useful for sex offenders, domestic violence cases, to enforce stay-away orders; and in unique situations to confirm clients' whereabouts in conjunction with work, school or treatment.  GPS monitoring can be used to convince the court to grant or lower bail, or in pretrial cases to ensure the client doesn't leave the area. The Omnilink GPS unit can also be as an alternative to the cell unit above as it requires no land-line installed in the home.
 
 


SCRAM Alcohol Monitoring

SCRAM II Ankle BraceletThe SCRAM (Secure Continuous Remote Alcohol Monitor) provides continuous, 24-hour monitoring of alcohol concentration through the skin. The unit is attached to the ankle and communicates with a modem easily installed in the home using a regular telephone line. The SCRAM unit is fitted with secure straps and alarms that detect an attempt to tamper with the device.

SCRAM is the first technology to utilize the science of transdermal alcohol testing in order to determine alcohol content. SCRAM measures the ethanol in insensible perspiration – a byproduct of alcohol consumption – in order to determine Transdermal Alcohol Content (TAC). SCRAM has the most impact when a client is also undergoing treatment for their alcohol issues. 

LCA provides program orientation, installation, and monitoring. Test results are read daily by LCA staff and reports are customized for courts, probation departments, attorneys, social workers, family court service providers, mediators and others.
